In early March, PERF released a new report, What Police Chiefs and Sheriffs Need to Know about Collecting and Analyzing Use-of-Force Data. This document summarizes what the research literature says about use of force, and it provides practical guidance to agencies on how to collect and analyze their own use-of-force data in order to improve operations. 

As a complement to this report, PERF is hosting a series of three webinars providing and overview on how agencies can improve their use-of-force policies, practices and outcomes through the effective use of data. Each of these brief 45-minute webinars will be led by Dr. Sean Goodison, PERF’s Senior Research Criminologist, and Senior Research Associate Jeremy Barnum, who were the lead authors of the new report. 

There is no charge to attend these webinars. 

What the Research Says about Use of Force: Tuesday, March 16 – 1:00-1:45 pm (EDT)

This webinar will review the research literature on use of force, with a particular focus on the “precursors” to force – the officer, subject, situational, and environmental factors that may, or may not, influence the likelihood that officers will use force. Understanding these precursors and how they impact the use of force can help chiefs and sheriffs determine where they need to focus their training and policy efforts. This webinar is geared toward an more executive/policy audience.

The PERF Use-of-Force Data Framework: Thursday, March 18 – 1:00-1:45 pm (EDT)

This webinar will summarize the data that agencies need to collect in order to effectively track and analyze use-of-force incidents. We will go over PERF’s Use-of-Force Data Framework, which identifies the key data elements that agencies should collect for their own analyses and also for participation in the FBI’s National Use-of-Force Data Collection. PERF’s Data Framework is printed in the report and is available online as an Excel file. This webinar is geared toward a technical/analytical audience.

Analyzing Use-of-Force Data: Thursday, March 18 – 3:00-3:45 pm (EDT) 

This webinar will explore how agencies can make sense of the data they collect. We will review some basic data analysis techniques and best practices. We will also discuss how agencies can form partnerships with universities and other researchers to help them analyze their use-of-force data. This webinar is geared toward a technical/analytical audience.
