Rachel Apfelbaum Rachel Apfelbaum joined the Police Executive Research Forum (PERF) as a Senior Research Associate in August 2022. Prior to joining PERF, she advocated for legislation related to domestic and sexual violence as a Senior Policy and Advocacy Fellow for Jewish Women International. Concurrently, she was a legislative aide for a Maryland State Senate office. Previously, Rachel was a Project Manager at the International Association of Chiefs of Police conducting training and developing resources for law enforcement on responding to domestic and sexual violence, stalking, and strangulation. She also has prior experience as an advocate for victims of domestic violence. Rachel holds a bachelor’s degree in psychology from James Madison University and a master's degree in global women’s studies from the National University of Ireland, Galway. |
