IACLEA Executive Director Position Description

GENERAL DUTIES

The Executive Director serves as the chief staff officer of the Association under the general direction of the Board of Directors. The Executive Director is a member of the Board of Directors, ex-officio. The Executive Director assists the Board in formulating and implementing the Association’s mission, goals, objectives, policies, and the strategic plan. The Executive Director serves as a professional advisor to the Board by recommending appropriate policies and priorities. The Executive Director is responsible for management of the daily operations of the Association. This includes managing the staff, as well as administering programs and services. The Executive Director, in cooperation with the Board, develops, establishes, and implements the annual budget. The Executive Director is responsible for ensuring the following duties:

  • Ensuring the staff team is responsive to the needs of the membership while maintaining strong stewardship for members.
  • Develop and maintain linkages in the Association Management community to leverage the strengths of IACLEA.
  • Coordinates all staff activities, assigns staff responsibilities, and delegates the authority needed to carry out their responsibilities.
  • Develop a strong foundation for the growth of the Association.
  • Growth of the membership of the Association.
  • Manage the Association budget.
  • Manage and improve the identity of IACLEA as the “Leading Authority of Campus Public Safety.”
  • Oversee all IACLEA programs.
  • Improve IACLEAs relationships with sponsors and supporting members (vendors).  Make every effort to attract additional sponsorship and corporate sponsorship.
  • Periodically review the findings of and provide staff support to Association task forces.
  • Review and periodically update administrative policies and procedures for headquarters functions.
  • Travel to conferences and meetings to represent the Association as needed.

 

SPECIFIC DUTIES

Board of Directors

  • Prepares (in coordination with the President) meeting agendas, notices, materials; and coordinates scheduling and logistics for three in-person Board meetings and three online Board meetings per year, as well as other meetings as needed.
  • Makes periodic reports of activities to the Board.
  • Serves as Liaison to the President on day-to-day matters.
  • Assists the Association’s officers and committee chairs in achieving their objectives.
  • Serve as a member of the Association Executive Council.
  • Executes contracts, agreements, and commitments for and on behalf of the Association.
  • Maintains liaison with other associations and stakeholder organizations. Attends, whenever possible, meetings of other associations.
  • Ensures preparation for and supplying necessary materials for the Association’s Annual Business meeting.
  • Ensures preparation and sends minutes of Association Board meetings and the Annual Business Meeting.
  • On-boards/provides orientation for incoming board members before they are sworn into office.

Personnel Management

  • Recruits and hires competent staff to meet the needs of the Association.
  • Supervises the staff daily.
  • Meets with staff members on a regular basis to review tasks and progress.
  • Articulates performance standards and monitors progress.
  • Ensures that staff have a good understanding of the goals and objectives of the Association.
  • Guides the Board through an annual review of the Strategic Plan and the identification of annual strategies to fulfill the goals of the plan.
  • Ensures dissemination of the strategic plan to the membership.
  • Ensure compliance with employment law.


Strategic Planning

  • Coordinates with the Officers and the Board the updating of the Strategic Plan every four years.
  • Recommends a methodology or consultant to lead the research phase of the strategic planning process.
  • Ensures that a structured strategic planning session is in place to guide the development of the plan with the Board and selected Association members.
  • Ensures organization and dissemination of a detailed Member Needs Assessment Survey, as well as telephone interviews with external stakeholders to gain feedback on perceptions of IACLEA, as well as programs and services.
  • Guides the Board through an annual review of the Plan and the identification of annual strategies to fulfill the goals of the plan.
  • Ensures dissemination of the plan to the membership.


Membership

With staff support, oversees the following:

  • Maintains and updates the membership database and roster.
  • Provides regular reports to the Board regarding the membership statistics.
  • Oversees the administration of annual dues.
  • Develops strategies for membership recruitment and retention. Designs and executes membership recruitment campaigns as needed.

 

 

Budget/Financial Management

With staff support, oversees the following:

  • Prepares and develops the annual Association budget.
  • Develops and distributes to the Board of Directors regular financial statements and budget comparisons.
  • Oversees the maintenance of financial records, journals, and ledgers.
  • In collaboration with the Finance Committee and with financial advisory services hired by IACLEA, invests and manages the Association’s funds to obtain the best possible rate of return.
  • Works closely with the Association’s accountants on tax returns and financial reviews.
  • Ensures proper maintenance of general liability and Officers and Directors insurance policies for the Association.
  • Explores grant opportunities in cooperation with the Officers and the Board of Directors.


Conferences and Meetings

With staff support, oversees the following:

  • Administers all staff activities in relation to the Annual Conference and Exposition.
  • Ensures staff coordinate with the Host Institution requirement of the Annual Conference.
  • Ensures the Director Of Meetings prepares the Annual Conference budget.
  • Ensures a proper registration process, including the establishment of fees, in cooperation with the Finance Committee.
  • Ensures a site inspection is conducted and oversees hotel contract negotiations for the Annual Conference.
  • Oversees staff responsible for the Conference marketing campaign, including the production of promotional e-mails, the conference brochure, exhibitor prospectus, and association materials.
  • Coordinates the President’s and President-Elect’s schedule and responsibilities at the Annual Conference.
  • Coordinates the development of the Headquarters Report for delivery at the Annual Business Meeting.
  • Supervises staff activities in relation to the annual Leadership Institutes (Executive Development Institute & First Line Supervisors Institute).


Communications/Public Relations

With staff support, oversees the following:

  • Assists the President in his or her role as the chief spokesperson for the Association.
  • Act as a lead spokesperson of the Association when the President is unavailable.
  • Oversee staff who coordinate media inquiries and refer each to the President or an appropriate subject matter expert.
  • Oversee staff who acts as Managing Editor of the Campus Law Enforcement Journal.
  • Oversee staff responsible for reviewing content for the website and weekly Bulletin.
  • Assists Board members as needed with external communications requests.
  • Oversee staff who manages communications of the Association.

 

Government Relations

  • Oversee staff who manage Capitol Hill Day and other government relations functions.
    • Work with the President to coordinate the government and external relations program with the support of staff and outsourced services.
    • Work with the IACLEA Board and external partners to ensure that IACLEA maintains relationships on behalf of the Association with Members of Congress, Hill staff, the Department of Justice, the Department of Homeland Security, the Department of Education, among other federal agencies and departments.

Accreditation

  • Responsible for oversight and ongoing success of the IACLEA Agency Accreditation Program.
  • Serves as ex-officio and liaison to the Accreditation Commission.

Other

  • Carries out all other duties as assigned by the President and the Officers of the Board of Directors.

QUALIFICATIONS

The Executive Director will be thoroughly committed to IACLEA’s mission and objectives. All candidates should have proven leadership, coaching, and relationship management experience.

Required qualifications include:

  • Bachelor’s degree in related field, with at least 5 years of senior management experience.
  • Demonstrated experience in developing and operationalizing strategies that have taken an organization to the next stage of growth.
  • Excellence in organizational management with the ability to coach and empower staff, manage, develop high-performance teams, set and achieve strategic objectives.
  • Demonstrated analytical skills and ability to leverage data to inform decision making.
  • Proficiency with MS Office Suite applications or equivalent.
  • Ability to exercise sound judgement and handle sensitive situations with tact and diplomacy.
  • Excellent interpersonal skills.
  • Ability to multitask.
  • Unwavering commitment to initiatives and quality programs.
  • Budget management experience.
  • Excellent research capability.
  • Strong marketing, public relations experience with the ability to engage a wide range of stakeholders and cultures.
  • Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills.
  • Ability to work effectively in collaboration with committees and a diverse group of people.

Preferred Qualifications include:

  • Knowledge and expertise regarding campus environments, current trends, and campus public safety at the national and international level.
  • 10 or more years of senior management experience including management experience within association management.
  • Experience working with higher education institutions, and familiarity with organization and administrative structure of educational institutions.
  • Past success working with a Board of Directors with the ability to cultivate existing board member relationships.
  • Has the ability to relocate to the Washington, D.C. metro area within 18 months of hire.
