Policing has changed dramatically in the last few years. New technology has changed the nature of crime and criminal investigations. Use-of-force policies and practices have undergone a major transformation. And the demands on today’s officers have multiplied—addressing complex issues such as mental illness, substance abuse, and homelessness is now a regular part of most officers’ jobs.
With so much change happening so rapidly, police training has been challenged to keep up. Some academies have taken important steps to update their training programs. But the reality is that the way most police officers are trained today has not kept pace with the enormous changes taking place in policing. The basic model of the police academy—a paramilitary approach anchored largely by classroom instruction (as opposed to scenario-based training)—is relatively unchanged. And it is still all too common for recruits to come out of the academy, only to be told by a career field training officer to “forget everything you learned in the academy.” Police leaders often talk of 21st century policing, but in many ways the profession still follows a 20th century approach to training.
PERF’s conference on April 30 will challenge participants to think differently about police training and explore fundamental questions such as:
- What should police training and education for the 21st century look like?
- What are some of the promising models from within the policing profession?
- Are there training approaches from other professions that policing could learn from?
The goal is to develop a new vision for police training that includes practical approaches and guiding principles that will shape how the officers of the future are trained.

PERF will also host a reception for meeting attendees on the evening of Wednesday, April 29, from 6:00 to 8:00 pm. The reception will also be held in the Mayflower Hotel.
