The City of El Cerrito is seeking a Police Captain

El Cerrito is in western Contra Costa County and forms part of the highly urbanized area along the eastern shore of San Francisco Bay. El Cerrito has a population of approximately 25,508 and covers an area of 3.9 square miles. It is a community of highly educated residents due primarily to the proximity to UC Berkeley and the San Francisco Bay Area high-tech economy. It is known for its temperate climate and breathtaking views of San Francisco Bay and the Golden Gate Bridge from the hillside areas. 

The City of El Cerrito is seeking an experienced police professional to take on a leadership role in its highly trained and well-regarded Police Department.  The Police Captain position acts as second in command, reporting directly to the Police Chief, and is responsible for the day-to-day operations of the department. The position provides administrative support to the Police Chief.  The Captain directly oversees the department’s two lieutenants and plays a key leadership role as a member of the department’s management team. 

The ideal candidate is an inspirational leader who is highly motivated, forward-thinking, holds a strong understanding of best practices in law enforcement, and possesses a high quotient of emotional intelligence.  They must have a strong background in administrative facets of law enforcement management, including, Internal Affairs Investigations, the California Public Records Act, recruiting and hiring, and training.  They must have a strong background in Community Policing. They must have demonstrated good project follow-through and have a high level of computer, writing, and presentation skills.  A working knowledge of and passion for social media is highly desired. 

The El Cerrito Police Department is a full-service police agency composed of 37 sworn personnel and 11 support personnel.  The FY 2022 budget is $12.3 million, with most allocated for salaries and benefits.  The Department is managed by a Police Chief and a Police Captain. The Department consists of two divisions: Field Operations and Administration.  Each division is led by a lieutenant.  The El Cerrito Police Department responds to over 25,000 calls for service each year.
