Salary Range: $113,196 - $150,026 - $186,856

 Benefits: Full-time position with benefits.  Annual salary based on qualifications.

 Background: The Baltimore City Police Department (BPD) is seeking a highly qualified, results-oriented professional to serve as the Chief Financial Officer (CFO). The Baltimore Police Department has an operating budget of over $500,000,000 and employs over 3,000 full-time employees, both sworn and civilian.  The CFO must have strong accounting, budgeting and analytical skills and possess the ability to lead fiscal operations in a large, complex organization.  The CFO will be responsible for managing budgeting; financial recordkeeping and reporting; payroll; accounts payable; grants management; cash management; audit relations; and ensuring that the BPD’s accounting procedures and reporting conform to Generally Accepted Accounting Principles. This position includes oversight of significant state and federal grants that support personnel, equipment purchases and technology.  The CFO will be responsible for developing and managing the budget, managing overtime expenditures, supervising staff and communicating with the Police Commissioner, Mayor, City Council, and Baltimore City’s Director of Finance. The ideal candidate will be forward-thinking, strategic and innovative including leveraging information technology to help achieve continuous improvement.   

Job Responsibilities:

  • Establishes, coordinates and administers the strategic plan for the Fiscal Services Section with oversight and management responsibility for the BPD’s budget, accounting, procurement, disbursement, payroll, and grants.
  • Advises the Police Commissioner on fiscal matters, such as effective use of resources; assumptions underlying budget forecast; budget versus actual variance, overtime expenditures and related issues.
  • Coordinates the management of the BPD’s budget, including exercising control over agency expenditures and directing the preparation of expenditure status reports for use in operations, planning, budgeting and evaluation.
  • Directs the development and preparation of the Baltimore Police Department’s budget.
  • Directs the development of fiscal standards and procedures including effective internal controls.
  • Evaluates capital needs to create short and long term budget estimates and projections.
  • Directs the preparation of financial reports for submission to city, state and federal government and oversees and participates in city, state and federal audits.
  • Through subordinate supervisors, directs accounting, fiscal, administrative and office support personnel; interprets financial policies and procedures for staff.
  • Conducts internal audits (e.g. general, special and grant funds) for the purpose of ensuring program operations are within budget and in accordance with fiscal practices.
  • Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Researches financial topics and related legal issues (e.g. discrepancies, current legislative trends, etc.) for the purpose of evaluating compliance requirements and potential implications on Departmental operations.
  • Ensures Departmental compliance through routine monitoring of federal, state, and local laws, regulations and standards.
  • Conducts regular budget/expense reviews with operating units and leadership to ensure adherence to fiscal requirements and address variances.
  • Facilitates meeting, workshops, seminars, etc. for the purpose of identifying issues, providing information, developing recommendations, resolving problems and/or supporting other staff and Department units.
  • Collaborates with internal and external personnel (e.g. other administrators, auditors, City agencies, etc.) for the purpose of implementing and/or maintaining services and programs.
  • Establishes, implements, and evaluates policies and procedures designed to achieve BPD’s fiscal objectives, and legal requirements.
  • Acts as a financial consultant to operating units and leadership.
  • Encourages professional training and development for all fiscal staff in order to cultivate and sustain talent.

 Experience and Education:

  • A Bachelor’s Degree from an accredited college or university in Accounting, Finance, Business Administration or related field.
  • CPA or MBA preferred.
  • Ten years of experience in performing budgetary, fiscal, or accounting work; including at least three years of progressive supervisory responsibilities.
  • Municipal government experience preferred.
  • Demonstrated knowledge of fiscal and budgetary principles and practices.
  • Demonstrated ability to establish fiscal procedures and forms.
  • Strong accounting, financial reporting, and analytical skills.
  • Knowledge of the principles and practices of administration.
  • Experience developing budgetary and administrative procedures.
  • Demonstrated experience handling problems in the workplace, including anticipating, preventing, identifying and solving problems as necessary.
  • Ability to clearly convey information and ideas including complex financial issues, orally and in writing.
