JOB SUMMARY:

Leads and coordinates all activities of a major, multifaceted police department to include proprietary police personnel and contract security personnel. Ensures the safety and security of patients, employees, visitors, facilities and property across the enterprise.

RESPONSIBILITIES:

  • Directs the safety and security programs and initiatives to include: crime prevention, loss prevention, personnel management, operational effectiveness, dispatch, training, budget management, and emergency preparedness across in the northeast Ohio, and across the enterprise.
  • Prepares and presents police and security reports and briefings for Cleveland Clinic leadership. Implements a community oriented, service-focused policing model to align with Patients First.
  • Builds collaborative relationships, alliances, and programs with Cleveland Clinic departments and leadership across the enterprise.
  • Maintains effective, collaborative working relationships and networks with local, state, and federal law enforcement agencies.
  • Promulgates policy, rules, regulations, and processes for the police department as delegated by regulating local, state and federal laws, administrative codes and the Commission on Accreditation for Law Enforcement Agencies (CALEA).
  • Establishes and enforces basic guidelines of expected professional conduct.
  • Develops and mentors command staff for effective organizational leadership, management, administration, and succession planning.
  • Emphasizes the mission of the Cleveland Clinic Police Department.
  • Directs internal investigations and administers corrective action.
  • Directs and administers operational, dispatch, investigative, technical and training functions.
  • Remains current on new access, alarms, badging, and camera/CCTV technologies, concepts and trends.
  • Maintains memberships and remains active in professional law enforcement and security associations.
  • Maintains firearm qualification standards as set forth by the department.
  • Other duties as assigned.

EDUCATION:

  • Bachelor's Degree in law enforcement or related field required.
  • Masters’ Degree in law enforcement or related field preferred.
  • Completion of Ohio Peace Officer Training Academy (OPOTA) is required.
  • Federal Bureau of Investigation National Academy Associates (FBINAA) graduate preferred.
  • Graduate of PERF's Senior Management Institute for Police (SMIP)

CERTIFICATIONS:

  • Must possess a valid driver's license (VDL) and maintain eligibility of insurability to operate the organization's vehicles.

COMPLEXITY OF WORK:

  • Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.
  • Must be able to work in a stressful environment and take appropriate action.
  • Requires excellent oral, written, interpersonal and computer skills required to prepare and evaluate reports, interface with employees, and provide accurate feedback and testimony.
  • Extremely high level of organizational skills; able to work well under pressure; sensitive to confidential information; demonstrated ability in engaging stakeholders & providing options to resolve problems.
  • Must possess strong analytical skills to coordinate investigations, evaluate information and evidence and translate these for defense or prosecution or other criminal justice procedures.
  • Proficient in Microsoft Office applications & web-based software 

WORK EXPERIENCE:

  • Minimum of 10 years of experience in law enforcement required.
  • Related experience must include 5 years or more experience at a supervisory rank within a police department.
  • Experience will be evaluated based on number of personnel supervised and complexity of budget, training, and operations that were effectively managed.
  • Experience in a healthcare environment beneficial.
  • Actively participating FBINAA Graduate.  
  • Prior excellent working relationships with local, state and federal LEAs, Fusion Center

PHYSICAL REQUIREMENTS:

  • Typical physical demands require full body motion, physical strength and stamina sufficient to chase, apprehend, and subdue criminal suspects.
  • Experience managing all aspects of moderately complex projects.
  • To respond to crisis intervention with assisting medical staff in restraining combative patients and assist in medical situations and emergencies.
  • Requires extensive walking and standing for prolonged periods of time.
  • Must have good eye/hand coordination and pass a required eye and hearing test.

PERSONAL PROTECTIVE EQUIPMENT:

  • Follows standard precautions using personal protective equipment as required.
