The Police Executive Research Forum (PERF), supported by the Carnegie Corporation, will convene a national summit on law enforcement and immigration in Phoenix, Arizona on Wednesday, July 22, 2009. This unprecedented meeting will allow federal government officials and national policy makers to engage police chiefs and local political leaders in a discussion on the effects of immigration on local law enforcement agencies. This summit is being convened to ensure that the expertise and knowledge of police leaders is used to shape responsible policy in other communities and at a national level.
This Summit is part of a larger PERF project, funded by the Carnegie Corporation, to examine the effect of immigration on local law enforcement agencies. Issues that will be addressed include:
agreed upon forms of identification for undocumented immigrants, including their inability to obtains drivers licenses and the response by some cities to issue municipal identification cards;
measuring the levels of criminal activity and victimization in immigrant communities;
developing reasonable and effective policies amid contentious public debate;
resolving conflicting community expectations for police action; and
the demands on chiefs when they become the public face of the immigration debate in their communities.
