This report, the latest in PERF's Critical Issues in Policing Series, describes best practices for handling police encounters with persons with mental illness, alcohol or drug addictions, conditions such as Autism, and other factors that cause them to behave erratically or unpredictably. The report is based on PERF research and a one-day conference in which police executives, mental health officials, and others described model programs for reducing tensions and minimizing the use of force, while protecting the safety of officers, the public, and the subject of the encounter.
