On Wednesday, April 16, PERF will convene a national summit in Washington to discuss drug abuse and drug-related crimes. This meeting is part of the “Critical Issues in Policing” series supported by the Motorola Solutions Foundation, and will be held at the Mayflower Renaissance Hotel. 

We are calling this meeting because it seems that we are experiencing a fundamental shift in thinking about drugs in the United States.  On one hand, there seems to be an epidemic of heroin use occurring in many cities, suburbs, and rural areas. On the other hand, there is a widening acceptance of medical marijuana and even marijuana legalization in some jurisdictions.

Police departments are playing a critical role in responding to both of these developments.

The heroin epidemic that is surfacing in many locations across the country, and other problems such as prescription drug abuse, are creating new challenges for police agencies. For example, many agencies are now training their officers to administer “Narcan” or similar antidotes to save the lives of heroin users who otherwise would die of overdoses.  And many states are passing “Good Samaritan” laws to provide limited legal immunity to drug users who call 911 or otherwise seek help for friends who may have overdosed on heroin or prescription drugs.

At the same time, the liberalization of marijuana laws is creating countless new challenges for police, such as enforcing laws against drug-impaired driving, regulating the new marijuana industries, responding to the dangers of selling marijuana-infused snacks such as candies and baked goods, and knowing whether marijuana businesses can use regular bank accounts without the threat of seizure by federal agencies.
