Jeremy Barnum

Jeremy Barnum is the Deputy Director of the Center for Applied Research at the Police Executive Research Forum (PERF). Over the past decade he has worked in partnership with law enforcement agencies to conduct rigorous and actionable research to inform public safety policies, programs, and practices that are evidence-based. Since joining PERF in 2017, his work has focused on some of the most critical issues in policing, such as police use of force, response to mental health and substance use crises, health and wellness, and data collection programs.

Most recently, he led PERF’s implementation of a randomized controlled evaluation of third-party policing intervention on drug-related crime and community perceptions of police in Anne Arundel County, Maryland. Barnum also oversaw the collection, coding, and analysis of police use of force data from a large law enforcement agency that resulted in the development of a model data collection framework. He has also led PERF’s efforts to field nationally representative surveys of both law enforcement agencies and officers on critical topics in policing such as officer safety and wellness, overdose response programs, and police use of force. Barnum’s work has been featured in various peer-reviewed journals, including Crime & Delinquency, Applied Geography, and Journal of Crime and Justice.

Prior to joining PERF, Barnum worked as a Project Manager with the Rutgers Center on Public Security. He earned a M.A. in Criminal Justice from Rutgers University, a B.A. in Criminal Justice from Michigan State University, and is currently completing his Ph.D. at the University of Nevada – Las Vegas with a focus on police use of force.
