Dr. Craig Fraser has served as PERF’s Director of Management Services since 1994, with the exception of the period 2003-2005, when he directed the Public Safety Practice of MAXIMUS, Inc. He has managed over 250 studies of police agencies and operations over the last eighteen years, for both large and small agencies. Dr. Fraser led PERF’s use of force policy and practice studies of police departments including San Antonio, Minneapolis, Philadelphia, New Haven, Albuquerque and Cleveland. His role included managing and conducting the assessment process and producing the final report.
Dr. Fraser also has specific substantive expertise in police technology, training and resource allocation. He is also a former accreditation manager seeking recognition for a department by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). In addition to his management studies experience, Dr. Fraser held a joint position of Director of Training, Richmond Police Department and Director of the Criminology/Criminal Justice Program, Virginia Union University. He has worked as: Planning and Budget Manager for the Santa Ana, California Police Department; Director, Training, Education, and Accreditation Division for the Massachusetts Metropolitan Police (now consolidated with the Massachusetts State Police); and Director, Management Information Division for the Winston Salem, NC Police Department. Additionally he has held appointments at Boston University, Florida State University, Washburn University, and the University of Kansas. His undergraduate degree is from Duke University and his M.A. and Ph.D. are from Purdue University.
